
Mrs Lau has diverse working experience in IT, management consultant, public service, education and social services sectors. She is currently the CEO of the HK Sheng Kung Hui Welfare Council (SKHWC), overseeing the group’s ‘from cradle to grave’ services in Hong Kong, Macau and GBA.
She worked in the HKSAR Government from 2007 to 2019 and was the Deputy Commissioner for Efficiency at the Efficiency Office under the then Innovation and Technology Bureau. She led cross-government operations such as 1823, Youth Portal and the Social Innovation and Entrepreneurship Development Fund.
In 2006, Mrs Lau was the Chairman of the Organising Committee of the eHealth Forum. Amongst other services, she is currently leading SKHWC to deliver community care or health services such as the District Health Centre, Community Pharmacy, Residential Care Homes, Elderly Centres – where connection with and use of eHRSS is critical.
She was a member of the eHRSS Programme Steering Committee and is currently a member of the Steering Committee on eHealth.
Delivering Integrated Community Healthcare with Technology
Delivering integrated community healthcare through strong cross-sector partnerships is essential in tackling challenges such as ageing population and prevailing chronic diseases. This presentation provides examples of how an NGO bridges social services with primary healthcare, forming a seamless continuum across different care settings such as long-term care facilities, elderly day care centres, home-based care services, community pharmacies, and District Health Centres. It also provides a glimpse of the future technology driven medical-social collaboration opportunities.
Grounded in a person-centred approach, the examples incorporate internationally recognised assessment frameworks such as interRAI and ICOPE. These enable early identification of health needs, ensure continuity of care, and standardise coordinated planning across teams and settings.
Technology is the key enabler and is at the heart of this transformation. Digital platforms and AI-enabled tools are embedded in daily operations to streamline workflows, strengthen data-informed decision-making, and enhance communication among service providers — contributing to a connected eHealth ecosystem aligned with international standards.
