Dr PANG Fei Chau is the current Commissioner for Primary Healthcare, the Government of the Hong Kong Special Administrative Region Health Bureau. He is the president of the Hong Kong College of Community Medicine. Dr Pang is an experienced health service executive and have been the Head of Human Resources of the Hospital Authority to provide strategic advice and leadership to the HR function of over 40 public hospitals. He was appointed as the member of the Elderly Commission of the Government of the Hong Kong Special Administrative Region between 2015‐2019.

 

From Policy to practice: moving from data connectivity to a coordinated platform for health

In the past decades, HHB has achieved tremendous progress from pooling and authorised sharing clinical data for the whole Hong Kong population through eHealth. More than 6 million people have downloaded the eHealth Account and enjoyed the benefits of keeping their own health data in their mobile devices. It also laid down a solid foundation for the reform of primary care which requires an easy access for people to healthcare. Nowadays, convenience becomes an essential part of people’s expectation for enhancing user-friendly functions for any healthcare system. However, this convenience can also be a two-edged sword that either facilitates doctor shopping or accessing a family doctor with a focus on preventive care and long term relationship. Community multidisciplinary team under a family doctor’s practice could be a solution for a single contact point for managing multiple health needs. It could enable coordinated care driven by subsidised models under a protocol-based approach on one platform. eHealth can take up the role in building a trustworthy platform for future primary care development.
